Also, look up what Interior Designers make in median salary, then look up cost of living in metro DC. Make very sure that DC understands both of those numbers. Our metric for our DC is that they need to be self-supporting after graduating. That could be tough for an Interior Designer. Also, the better paid ID folks have strong sales skills. Does DC have those sales skills ?
