In addition to VCUArts, which is fairly competitive, we found some other good public arts programs they were less competitive applications. Take a look at Ohio University, West Virginia, and East Carolina. We toured WVU and they had nice facilities and aren’t too far away. Ohio U offered merit discounts. My DD was a good but not great student. In addition to National Portfolio Day, you can also do a portfolio review with faculty at both VCU and JMU which my DD found very helpful. They do these before you submit the portfolio so you can adjust to the feedback. We went to JMU in person but she did the VCU one via Zoom.

Know someone who did their MFA at Glasgow as it was cheaper than domestic schools. Parents were UMC and they didn’t need to take out loans. I think she may still be getting family help. Wherever your kid goes, try to pay as little as possible in case she can go back to graduate school in something more useful. I actually think VCU would be better in the US - if you’re in-state, it’s affordable and has a good reputation as an art school.

Also, look up what Interior Designers make in median salary, then look up cost of living in metro DC. Make very sure that DC understands both of those numbers. Our metric for our DC is that they need to be self-supporting after graduating. That could be tough for an Interior Designer. Also, the better paid ID folks have strong sales skills. Does DC have those sales skills ?
