BC typically does not send an email to counselors until the day of decision release. So, I'd remain skeptical of this anecdotal information until then.

Agreed. If all the increased apps are otherwise qualified, BC will just admit more. I don’t think they’d mind if 60, 70, 80, 90% of their class is fill during ED 1&2.
Typically, they will defer students to RD when application numbers for early admission are high. True at pretty much every school. They want to have a look at the regular decision pool before overcommitting to ED applicants.
But they typically seem to be sure enough to fill the class more than 60% during ED.
