1/2” to 2 inch ankle bootie with tights or tights and socks are cute on short or chunkier women in the fall. So does a jean and blazer with the same ankle boot. Or slacks and cardigan same boots. A mid calf flat boot also works with tights and skirts. For me shorter women can avoid thigh high boots unless they have high heels like 3 inch plus so it makes their legs look long enough

Two solutions.

One is lean right into the navy + black combo. Navy dress, black tights, black boots, black jacket and navy accessories. I have a scarf that has black and blue together, and it gives it that "on purpose" feel rather than "oops I got dressed in low light and thought this was black."

#2 -- Navy dress, black boots, grey tights. The black becomes more neutral with the grey tights.
