This. Our neighborhood in Ashburn had one black family and I don't recall many kids at the schools who were black. Frankly, we had a few racist neighbors. The elections, first Obama and then Trump, brought out the worst in them.
I think it depends on where you are in the county, but don't expect much.

Loudoun County, Virginia has a decent amount of diversity and a black person would feel welcome there.
