If you click on the instagram post from Washingtonian Problems and scroll and read the comments many residents of the block and neighborhood have posted that they knew him, identify him by name. It is unclear if he is homeless but many thought he was (he is always wearing the same clothes). He abuses some sort of substance and is always under the influence (of what it doesn't say) but they post that there is an open air drug market closeby that he frequents. He had some sort of manic, violent and crazy episode at the local Dunkin Donuts. One woman posts that he exposed himself to her and her son as they were walking home. Several people say he screams at them, jumps out of no where to be suddenly in their face and aggressive.

Not a long term solution for sure. But what are the options?
Not being released without a psychiatrists say - so? I'm fine with an appeal panel and all that, but people need to be kept and treated until they are better. Can this be legislated at the local level?
