That was literally the only time I've ever had a loaner (and I've been driving for 40 years and had several loaners) that had any such restriction, so it seemed weird to me at the time.
Makes me wonder if the restrictions are new. I haven't had a loaner in 10 years or so and certainly don't recall any stipulations.

You can be 10% of the way across the whole country and still be in Virginia

I made it to Quantico with no issues. The car didn't stop on 95 like I feared it would but now I'm curious to know how far the fence extends.

Hold on, I take it partly back -- only part of Quantico is, the part in Prince William County (how THAT makes sense, I don't know). I think you're still fine though, but definitely read the contract.

Google tells me that the NCR includes Quantico so unless the dealer gave you something to define what they think is the DC area, I'd feel comfortable going with the Federal government's definition.
