For people in your tax bracket. Our family had friends and relatives across a range of tax brackets. I had someone give me a $14 wedding present because that’s about their discretionary budget for an entire month. You have no idea. Simply no idea.

The budget is fine for a small surprise. Doesn't sound like the OP is proposing a $25 budget for a birthday or wedding present. It's meant to be a small treat.
