OP, your daughter isn't striking, because you've had years to acclimate yourself.

Now stop commenting on people's appearance so much, unless that's your daughter's best source of value to the world.

I think my DD is striking because she has an unusual beauty with giant green eyes, long lashes and dark curly hair. She feels that she is ugly but I think she’s striking and just unconventional in that she doesn’t have kind of classic features, long blonde hair etc.

Some people are striking, others are classically beautiful.

"You know I know you're beautiful!!"

Just say you are very pretty too. And say that more importantly you are generous and smart or courageous and creative or some other appropriate compliment that is not about looks.

I said she was not striking. I said she’s beautiful but striking is different from beauty. I told her I found this woman striking https://www.byrdie.com/exclusive-getting-ready-with-winnie-harlow-5185215 but that the word is subjective and people may not agree on who is striking. We googled others and found a woman’s picture online who was labeled as striking but neither of us thought she was.

“You are the most beautiful person in the world to me and always will be!”

No you don't not if it's true. You can compliment their features that you like but striking is striking. Striking does not describe everyone, by definition.

I am white and have been described as striking because I am tall and have very large doe eyes and olive skin. I am not conventionally beautiful.

I don’t agree with this. “Striking” is pretty much describing looks that are attention-grabbing. I find some women striking, but am not attracted to them, it’s simply an aesthetic judgement. I don’t expect my husband to go blind because we married. On the other hand, if he was fantasizing about someone (whether or not he considered them striking), that I would find objectionable.

I would’ve said, I would describe you as beautiful. Because your hair is gorgeous and your bone structure is beautiful.

I described this girl, striking because the color of her eyes are alluring.

I mean, truthfully, how would you describe your daughter?

Think how you would feel if your husband described a woman as striking. That would mean he was struck by her appearance, that she was a literal head turner. So getting into a discussion about head-turning looks is somewhat fraught.

Just as I suspected - never a good idea to comment on looks beyond “love your outfit”
