Practice = outside. It just gets cancelled on the tough days, or they do weights maybe. Outdoor meets were kind of a covid thing and maybe some still have them? But most actual meets are indoors.

I thought the sportsplex was reopening by Dec or something?

Depends where you live. Practice is outside but if it's really bad they hit the weight room. Meets were mostly inside for us. We had 2 outdoor meets. Meets could be 1-2 times per week.

Unless your school has an indoor track I would assume they'll be practicing outside all winter.

It really depends on the program. Some coaches are more proactive than others about trying kids in various events. If your child is interested, I would encourage them to speak up and ask if they can try.
