I think OP was saying there was no clear path to 14 from the WFH job.

However, things come up unexpectedly, or you can apply out. Choose the job that makes sense for your life and career interests. SCIF work begets more SCIF work and promotions into same, so if you don't want to be on that track then the 60% promotion chance is not really in the plus column.

As a SCIF person hoping to be promoted from GS-13 to GS-14 imminently, I'd take the telework option in a heartbeat. I'm envious of those with the ability to telework.

I would not want to work in a SCIF unless the promotional potential went way beyond one grade increase.
