Schools spend about 5 minutes per app, there is not some incredibly complex review taking place.
Only true for "low quality" apps which are near automatic rejections (this could be as high as 80 percent of the apps at the very top schools). For actual admits you can bet they spend way more than that.

Because they are allowed to. The DOE advised colleges that they could continue to collect racial data for recruitment and marketing. However, people who make admissions decisions are not allowed access to that data until after the admissions cycle/final decisions are done.
I doubt colleges will violate the new rules and risk being sued, which would be easily discoverable.
