Why did you/your kid hate PSU? I have now been there four times and it gets better every time I'm in State College? The campus is gorgeous and well manicured. The Rah Rah sports are crazy fun.
Why is IU still on your list? Bloomington is wonderfull, but...
We crossed off Wisconsin and Michigan. Each great schools. I guess, to each their own.

If DC is more introverted or less into Greek life or very religious, then UVa maybe is not such a good social fit.
