My DD is 12, about 5ft and a string bean. She is in middle school and prefers to to wear kids clothes in 14/16. We do end up with kids in active wear, but otherwise have gone to the above stores in the past year.
Unfortunately adult 00/XXS still isn't an option for girls who are very short. DD is 4'8" and really wants some of the shorter tops that are in style. Even the smallest adult shirts are way too long.
PP, there are hacks girls use to (for instance), shorten the length of too-long shirts, or otherwise make things fit. That's what my short (4' 11") DD does. She isn't going to get any taller, so she needs to figure these things out for herself. A lot of crop tops are a good, not too cropped length on her. She has to roll up the waist or hem the pants legs to get bottoms to fit. Her go-to places to buy stuff are Hollister and PacSun; online is better than in-store.
