I don’t consider Baltimore part of the DMV. It also happens to be a different tv market.

Truthfully though, when most people talk about the “DMV” they usually aren’t referring to southwestern Virginia or western Maryland. I’d argue that “DMV” means something culturally as well as geographical. So: No.

Culturally and economically, the Eastern Panhandle has very little in common with the rest of WV, and more in common with the greater DC area. Those counties were "engineered" to be included in the new state of West Virginia to prevent the B&O railroad -- Washington's lifeline to the west -- from finding itself in the confederate state of Virginia. (The B&O crossed into Virginia at Harpers Ferry, then back into Maryland at Cumberland.)
