Tips were only supposed to be for waiters making far below minimum wage, that's it.
As soon as they make a wage that upends tradition and meets minimum wage laws they can and should expect $0 in tips.

New poster. I can't fathom any server in the restaurant industry favoring this bill. I spent 10 years as a waiter and bartender and always made 2 to 5 times minimum wage. And that was in small town NY 20 yrs ago.
Even though I know DC requires the minimum wage, I still tip 20% when I go out to eat in DC, and everyone I know does the same. I think servers favor the bill for this reason. They know people aren't going to adjust their tipping behavior because servers now make the minimum wage -- the tipping culture for servers is just too ingrained. If I tip zero in DC (and other people do the same), servers will undoubtedly make less than before, but I think it's too hard to know what figure between 0% and 20% is now supposed to be the norm, so we just do 20% because it's what we've always done.
