Actually the Justice Department had people exactly like this man in mind when they issued their terror warning about rightwing parents being a danger to school boards and education officials.
You can try to diminish it with snark and sarcasm, but it doesn’t change the fact that the FBI is so concerned about people like Scott Smith that it considers people like him the number one terrorist threat facing our country. The same people banning books at school board meetings are the same people who will shoot up schools or attack them with truck bombs.

And, the cute little letter requesting designating parents as terrorists failed to indicate that he was there to get answers about why his daughter's rape was covered up.
