Time to empower the police to get them off of the roads
Is it an issue of empowerment or practicality? Not that easy to get 100 or so of these folks off the road.
If a couple of them end up breathing through a tube, maybe the rest will stay away. Allow high speed chases and give cops who catch them medals not murder charges. VA does not have to put up with it just because DC and MD embrace it
We happily shoot down people here in 'Merica!
Let the police chase them, if they crash into a lamp post, of well. DC charges police trying to get these idiots off of the street.

Police are empowered to decide how to handle a complex situation. Were they annoying? Yes. Was it a big deal? No. Would it have turned out poorly if mobs of police confronted this large group? Probably. You can't strong arm everything. We don't live in a military state.
Multiple people shot is not a big deal??
The reckless driving might just be “annoying,” but clearly allowing it to go unchecked led to escalation and people getting shot.

They aren't as privileged or have as many opportunities for constructive hobbies as most DCUM posters.
Then provide them instead of giving approval to these types of activities.
