I don't think it's a violation of the RV spends its time in PW.
Personal property tax would be covered by separate law.
Many people store their boats in PW county, too . Perfectly legal

Someone report my car because it had out of state plates and it was always visible to them. But I had 2 houses in 2 states. The way I found it is that I actually got a bill in the mail! I had to explain to the county that were wrong and they agreed. So F U to the old crabby man who reported me.

This is the correct answer. If they follow up on the complaints, they will also get push back for harassing active duty military and threatened with litigation
