Yes, you tip on the full amount. Don't like it, eat at a cheaper restaurant. Don't like my answer, do something to change the system. If you have 250 for dinner, have 20% for tip.
Servers get raises by paying dues at a lower priced restaurant, getting experience and then getting jobs at better places with hopefully better tips and higher bills.
This is the system we have in the US. Don't penalize the server because you don't like it. Cook at home instead.
