Yes but you also can’t do the interview upon arrival until your application has been approved - the interview upon arrival is instead of scheduling an interview at another time. It is not a replacement for the entire process.
It says that you can do it once you have conditional approval and other sources says you can do interview in GE line. Which I know realize I did when I arrived at IAD a few years ago to renew.

You can not,because you haven't been approved yet. As you go through the regular (or MPC) line, as the CBP officer where the "Enrollment on Arrival" office is located, as you have a child who you need to do the interview for. They will point you in the right direction. At Dulles it's in the hallway right by the baggage claim belts, so after passport control, but before clearing customs and exiting the airport.
