Amtrak: Union Station --> Penn Station
Long Island Rail Road: Penn Station --> hop across the track at Jamaica --> continue on to East whatever Hampton you're going to.

I think that's most if not all DC public schools' last week of summer, which makes sense for a DC board.
No.
Most of Northern VA, the parochial schools, and MD are already back in the classroom.
In fact, there was a huge debate of FCPS and Montgomery Co starting school (and therefore subsequent sports and band) so early.

You have to change in Jamaica, but I swear it's better than 7+ hour traffic and potentially being swamped by late summer rainstorms, which has happened to our family a few times.
Rent a place with beach access and enjoy the beach. Truly some of the most beautiful beaches on the east coast. Don't try to go to restaurants--just get farmer's market corn and potatoes and enjoy.
Or, go to Asheville. Probably cheaper and less traffic!
