Then she leaves with baby in her car, baby has a short morning nap en route to wherever they go - usually the library or the mall or something. They have lunch while out, and return to my house about 1. Baby goes down for second nap about 130/2, sleeps until 3ish. During this time the nanny unpacks lunch stuff and cleans up and preps a snack. Sometimes does baby‘s laundry. When baby wakes up, nanny feeds her a snack and they read or play until 430 when nanny departs.
If I were you I’d be looking for another nanny. Your baby needs development not off at the mall or wherever doing god knows what
What would you suggest? The library seems like a good activity? The mall is socialization. I’m in need of ideas!
When my kids were that age they had a bunch of classes -- once a week music class, library storytime, garden class, art class. This is DC, look around wherever you are and you may find similar. We also spent a LOT of time at the playground, socializing with other kids and moving their body.

Seems like your nanny is also very lazy, she likes to have your child strapped in the car seat/stroller most of the day. Sounds like your nanny prioritizing her own needs over your child's.
