I agree that 10 and unders are too young to do this type of travel meet with such minimal adult supervision, maybe the 11-12s too.

My kid didn’t want to travel with the team last year and the team said no problem. We stayed in a different hotel and made our own travel plans. My kid likes to nap between sessions, so the team travel would have been hard for him.
No, it includes the 10 and unders.
Mandatory for VA too, and includes 10 and unders. Crazy to me that people were comfortable letting their 9 and 10 year olds do this. We went last year when it was family travel and it was great, but I didn’t let my kid attend this year.
