Dogs *on their own property, behind a fence!* Plus, the dog was barking at the neighbor, which is a clear sign to leave it alone. It doesn't matter that the neighbor had previously petted the dog. The responsibility for the bite is 100% with the neighbor, not on OP (or the dog). But yes, check on your neighbor's health.
