Your rankings make little sense to me, but perhaps the most egregious ranking is your placement of Anita Bonds, a stuffed shirt whose only job seems to be to funnel ever more taxpayer money to Fort Myer Construction Company.
What are your rankings?
Top: Henderson, Gray, Mendo
Middle: Frumin, Parker (truly, too early to tell for both but I've been encouraged so far so I'm putting them in the middle for now), Pinto, Allen, R. White
Lower: McDuffie, Lewis George, Nadeau
Scraping the absolute bottom of the barrel: Bonds, T. White

I think Henderson is the future of the city, with White, Lewis George and Frumin at the top.
Pinto is a bit of a stuffed shirt and didn't really earn her seat.
I agree with the sentiment about Bonds and White simply isn't up to the task. It isn't like there aren't a ton of smart, capable replacements in Ward 8 there are.

Good list

Frumin has been unimpressive so far. He even made noises about voting against the crime bill before constituents weighed in. Would not vote for him again.
Mendo seems old and whiney, he, Bonds and Gray should retire.
