UVA of course. And bear in mind your child might change majors, which mine did. You want to be at UVA (or W&M) if you are going to do that, not Virginia Tech

If you are absolutely certain about pursuing a business major, it's advisable to choose a school with direct admission rather than relying on uncertain future opportunities. Unexpected challenges, such as health issues, family matters, or encountering subpar professors, can make a semester challenging. This is precisely what happened to my DS, who graduated as the top student in high school. At the time, we believed that transferring schools as a junior would be too late, and he decided to pursue an MBA later on. Looking back, we realize that he should have opted for VT, which was in-state and would have provided him with the business school experience he was eagerly anticipating.

If you are sure you want to major in business then make a data driven risk vs reward decision. If you are willing to look at other ‘elite’ business schools that are direct admit look at the University of Indiana’s Kelley School or Carnegie Mellon’s Tepper School. Both in UVA’s elite range.

Kelley is an easier admit than UVA and a guaranteed slot.

If you are going to choose from the four listed go with UMD or VT direct admission and save yourself the 2nd hurdle risk.

IDK. Top 25 or 50 is pretty elite to me. Top 25 used as an argument by UVA grads when discussing the "elite" status of the school as a whole.

USNews undergraduate business ranking is pretty lame. It is just based on a pretty stagnant reputation score. I'd look at Poets and Quants as they have some good, relevant data. There was also some good data recently in WSJ on undergraduate placement in high paying positions in finance, consulting, etc.
