All the undergraduate programs at Heidelberg are in German and you have to have proof of C2-level German as a prerequisite for applying. That is basically native fluency. Unless there is something else you haven't shared, there is no way that 4 years of some German classes is anywhere near enough for your daughter to have the required language level to even be considered for admission, let alone achieve a degree. The English-language programs are generally regarded as lower quality.

Can speak to St Andrews. Good school that is a mix of the US/UK model so you take a few subjects outside of chosen course of study.

Grades in your first two years don’t count against your degree classification (1st, 2:1, 2:2, 3rd) so you have time to adjust to a very different educational style.

There is no hand holding, so DC needs to be self-sufficient day one. There is a large US student population at St Andrews will find others acclimating during freshers week.

By and large the top 30 UK universities offer a much better education than US universities.

An important consideration is that you don't change majors or take electives in most of these environments: you are accepted to a given program and that is what you study. An entering student needs to be aware of that, especially if their main point of comparison is the US system.
