Whittier and University of Redlands meet the criteria and are both designated Hispanic Serving Institutions, which makes their students eligible for the College Student Pre-Commissioning Initiative (which is kinda like ROTC for the Coast Guard).

Where should we be looking, and what programs? He would like engineering but is ok with something non-STEM (government, maybe) for the right cultural fit. He has the GI Bill, but we still need to be reasonable with costs.
