I'm not picking exclusively on the current council and executive -- this is over decades. We are educated and smart, but our leadership doesn't act like it.
Silver Spring should incorporate as a city and bring decisions like law enforcement, safety, and economic development to a more local level.

"Montgomery County Police Major Crimes detectives responded to the location and are investigating this homicide. Through the course of the investigation, detectives learned that Bailey was walking inside of the parking garage after leaving a nearby restaurant."
Hmm, I wonder which restaurant that could have been that would have been open around 2:40 AM.

There has been a forum recently about reimagining policing, though. I suppose that’s what they’re doing: imagining policing isn’t necessary.

If true, that doesn't really sound like a robbery.
It sounds like a murder.
Yeah, so targeted or is there a serial killer in SS?

There usually is lots of police in that area. But this happened in the parking garage (maybe because there are lots of police elsewhere). I am not sure how realistic it is to expect police to have blanketed the parking garage. Perhaps the bigger question is why businesses like Society and other clubs continue to even be allowed to operate. Maybe the county could at least terminate the liquor license, or not allow alcohol past midnight. Nightlife is great, but not when the establishments have a pattern of bringing criminals and violence to otherwise peaceful neighborhoods.
I have a lot of bias against the Society lounge owner. He has a federal conviction for trafficking huge amounts of marijuana from out of state to his restaurant in Laurel. He purchased Society with drug money. The federal government seized ownership of it. Not sure how he got it back but I hear the liquor license is in his sister's name.
Having said that, over the past couple of years, he has worked very hard and proactively to prevent any violence associated with his restaurant. He has security and checks for customers for weapons, and pays off duty police to patrol around the area. So while there are problems around there, I don't think Society is it.

In Virginia Beach recently (Wavy local news) they shut down a nuisance bar and charged the owner.
Also revoced her liquor license.
It can be done.
