She can’t be an owner and a tenant at the same time.
Either the father paid 20% down and gave her the title of the condo which gives her the privilege and responsibilities of ownership,
Or he is the real owner and she is a subsidized tenant.
Tell him to make her a real “owner” then she will figure out what to do.
