Stella's Bakery on Rockville Pike usually has small cakes, but it has been a while since I've been there. Otherwise, maybe the Fresh Market on Rockville Pike.

Whole Foods has 4 inch cakes for around $10 and some of the 6 inch are around $16. The strawberry shortcake and chocolate mousse cake are pretty good.
