No, they do not sound like they are from before the Civil War.

Its the Old Virginia accent. Totally different from the rest of the south. I've heard it in people from Charlottesville as well as Richmond. Its lovely and so unique. The Tidewater/Northern Neck accent is another unique one!

There aren’t that many Jewish people down there! That’s something I had to learn. Growing up in Bethesda really warped my perception. But the ones that are there have an accent because why wouldn’t they?

There are tons of Jews in the south. 120,000 just in Atlanta. And lots have southern accents. But I do agree that growing up in Bethesda warped you.

There is a huge Jewish community in Atlanta. There is a very good novel about it called the Ladies Auxiliary.

In some Richmond circles, it is socially advantageous to turn up the southern drawl. Native Richmond doesn’t care for “come here’s”
