It's saying the pretty girls who aren't the best athletes are making more money. The twins were never outstanding basketball players so why are they making so much? Olivia Dunne is also mentioned and she isn't the best gymnast but she's got lucrative deals. So the "NCAA has a problem" is the point the author is trying to make but it's not clear how successful she is at making her point.
They should have written it a year ago because that premise is no longer true

It's odd the article didn't mention Olivia Dunne from LSU. She is the top female NIL earner with $3.2 million.
The crazy thing is to top two in revenue from NIL deals is Bronny James ($7.6 million) and Arch Manning ($3.7 million). Neither one of them have even played a single game in college.
