Nonsense. You can hire someone to appropriately assist with the dog's behavior problem, board the dog in a place designated for boarding dogs while you are out, move to a place where you don't have neighbors who have to listen to your dog being "mad" all day, you can give the dog to someone who can and will properly take care of it (because this isn't you), or you can take the dog to the pound.
