No they should not be present in public places
They don't have houses where TF else are they gonna be?

I know it is unfortunate but people do
have rights. Outside of a few situations, you can’t force some to take medical help or force them to sleep in a place they don’t want to.
And some people are severely triggered by sleeping or even being indoors.
