I had a kid yell “shut up” to another kid because he was actually standing and texting the Pledge of Allegiance unlike the rest of his peers.
I heard a kid yell "Chicken butt!"
Is that hate speech?
That's just the proper reply to "What's up?"

I didn't know about these events at all, but then I receive so many MCPS communications (maybe it's because I have kids in two different clusters), that I end up not reading them all.
I really doubt that legally MCPS can append a "hate speech" label to disciplinary actions on a high school transcript that is sent to colleges.
'Permanent record' isn't the transcript. It's an internal record so that counselors/vice principals can identify a pattern of behavior. If the same issue arises in different settings/different years, they'll be better able to spot it this way.
In other words, a Scarlet Letter? An interesting exercise of power coming from the local school system.

Parents are willing to accept Timmy has detention for doing "x" but when the record is permanent, they may appeal and make a school prove "x" happened, and good luck with that
I'm curious. Does anyone know how Permanent Records work? Or whether there is a policy about hate/bias to record acts on a kid's permanent record?
Is this real? I can't believe this is legal. If someone is disparaging a minor for life without a prior conviction in a court of law, I don't see how it will stick?
Did you know that your student's transcript is also maintained on file for many years, without prior conviction in a court of law?

Of course it doesn’t belong in schools. but these days anyone who disagrees or feels hurt by anything is quick to label the offending comment “hate speech” or “bigotry”. Have there been many incidents of hate speech in MCPS recently?

December 2022, "Jews not welcome" was written on the Whitman sign. Whether there have been "many" is a point of contention -- MCPS has likely had less than Nowhereville, East Missouri, but that high-profile incident was likely a big motivator.
