It’s more of a community college.
It's an open access institution, so yes these rates are not surprising. Students who apply to the main campus (in Van Ness) but who do not meet the academic standards are accepted to the community college (now at Bertie Backus). They can earn associates degrees and transfer to the main campus to finish a four year degree if they like. Many students want to and do just go to the CC. The average age of a n undergraduate UDC student is 29 so it really isn't a traditional undergraduate institution like GW, American, etc. UDC has not had a great reputation historically but it is improving and so are student outcomes. Some programs are strong (Urban Sustainability for sure) and most are average.
It's so much more affordable than any other university in the area. It also has very generous residency requirements so students can pay very little without having t have years of established DC or DMV residency.
