After 15 years it’s one day off (8 hours) per pay period. Years 1-3 (I think?) you get 4 hours per pay period and before 15 years it’s 6 hours per pay period of annual leave. There’s a cap on how much can roll over - around 200 hours. So yes, a fed with 15+ years of service may have leave to burn.

Feds also accrue sick leave at 4 hours per pay period, but it can only be used in certain ways and there is no short term disability.

He probably earns 8 hours a leave every 2 weeks. If he works any kind of AWS schedule he may also only work 9 days out of a 10 day pay period. You can carry over 240 hours of annual leave every year. Plus you get every federal holiday. Some agencies also give time off awards where you get extra leave. Lots of federal employees have trouble using all their leave even though they go on several vacations and attend their kids' school events. I go on a long weekend trip and sometimes take no leave or go on a week vacation and if there's a holiday and my AWS day it only costs me 3 days of vacation. He probably also has 100s of hours of sick leave so never uses annual leave for a doctor appointment or sick kid day.
