A planet where I didn't have kids, I wore heels every day, I sometimes drank beer at noon on a work day, and I put substantial effort into following sports because that's just how much mental bandwidth I had at the time. Things are... different now.
I think you're thinking of "Maddy's" Tap Room at 13th and L. But Harry's was a chain of sorts--it had locations at Pentagon City Mall and Dulles Airport.
And I think it was related to a nicer steakhouse in DC. Sam and Harry’s maybe? Wow. Agree with PP that it seems like a different lifetime ago.
