She'll go to one of the LACs that gave her a big merit award. She was already leaning against W&M because a few good friends got in ED and she really doesn't want to go to college with HS friends. Personally, I think study abroad + Spring start could help her build a non-HS group and could be a good option but she's already mentally moved on. Her preferred LAC does have some unique things for her major that W&M doesn't offer and it costs a lot less so it's all good.

Congratulations to her on having such great options and a sense of what she wants! My own DC had to make that same decision earlier--and felt similar about close friends who got in ED. DC opted for W&M over the LAC and definitely has a different friend group than HS from the very beginning even with the fall start. Interestingly, now as juniors, they more regularly will see each other (like go out to lunch together once a month or so) but they all have found their own circles. But I bet DC would have been just as happy with the LAC.
