I love loose skin arms, they remind me of when I was little and my grandmother and the older ladies would hold you and their arms were so comforting. I could lay on that soft flappy type skin for hours.

Fair point. (Unless OP is a 13-year-old boy.) In my opinion, is inappropriate to show fat legs in the same situation it is inappropriate to show skinny legs. Like 41 degree weather, for example. Wait until summer for the shorts and mini skirts, people.

As long as you’re dressed appropriately for the occasion, wear what you want. Booty shorts at church, probably a no-go no matter your size. Booty shorts at Kings Dominion, sure, who cares. Depends on context, but I don’t think there’s anything inappropriate about shorts of a decent length in any context where shorts are allowed. You may feel more comfortable and attractive covering up, but that’s not the same question.
