I suggest you post this on the MCPS board and see his they laugh you out of the place. It’s not even practical as there is no way to just pick up the rest of the cohort in 10th and catch up with where they are.
My neighbor who is a college professor had a colleague move to the area the summer before 11th grade. They were told it wasn't possible but he said they were able to make it happen with persistence. Their home school may also have been Blair.
This was also over a decade ago so things may be different today.

What likely happened is the home school was Blair and they joined Blair in 11th and were able to take magnet electives as are any Blair students in 11th grade that meet the prerequisites and get accepted to that class. That’s not the same as being in the magnet.
Well, that's what I thought but my neighbor claimed it was full access to the program including the 12th grade research classes.
It is possible that a regular Blair kid can take magnet classes and electives including participating in the senior research project. But usually magnet classes in 9th grade are for the magnet kids.
