They don't, they just make it so what the inspector says is gospel. Tint isn't a part of the safety inspection rules but one failed me because my back window was dark and said I would need to pay hime $300 to remove it. I took off the failed sticker instead and went to another garage that passed me. It's a blatant scam looking to take your time to bring in money at rag tag car repair shops.
