No advice on what to do this time, but next year, ask the retired guy in your neighborhood (there's always one, who has been around forever and knows everything) where he takes his car. Chances are it's a local garage that will pass anything.

safety inspection is not tied to vehicle registration and there is not "database" on why it failed.

however yearly safetly inspection are a VA requirement by law so you can get pulled over and ticketed for no current safety inspection.

however emission inspection IS a registration requirement once every two years. if you fail emissions, IT should be put into the state database and you wont be able to register your car until it passes the emission inspection.

I went through this last year with an old car that didn't pass. Did everything I could to avoid a high priced repair (struts) and ran into this at all the garages I tried. They were clear that if it had already failed that item had to be addressed.

I also got hit with a multi-thousand plus "repair" bill when I went in for an inspection at a dealer. It looked suspicious so I went to a smaller shop for a second opinion. Yup, they couldn't verify the "repair" and actually put it in writing that it wasn't a concern.
Dealerships are a scam. And there's no need for such frequent inspections.

They don't, they just make it so what the inspector says is gospel. Tint isn't a part of the safety inspection rules but one failed me because my back window was dark and said I would need to pay hime $300 to remove it. I took off the failed sticker instead and went to another garage that passed me. It's a blatant scam looking to take your time to bring in money at rag tag car repair shops.

Yeah, who needs brakes or tires with tread or lights or...

Not a problem in states that don't have safety inspections. At the very least they could just do it every 2 yrs like they do for emissions.
