It’s likely the parents have a waiver. College admissions are mapped out 4 years in advance these days. Changing high schools, especially for a less rigorous one, is not done.

I have mixed feelings about public school boundaries. On one hand, I know that rigidly enforced residency rules are essential to maintaining the property values of the more affluent areas of our region. I also see them as one of the ways we make sure that kids from poor households start life one step behind.
I live in the Bethesda Chevy Chase high school zone and know two siblings who still attend after their parents split and could no longer afford their house. I do nothing.

You may not like cheaters. But maybe you don’t know the whole story. And maybe ratting on the parents could hurt a kid who had nothing to do with it. MYOB.
If you’re concerned about boundary cheating, effect change at the county level by proposing new rules.

Based on what is described here, it sounds like the student is still a Fairfax resident so it is really is the true type of residence fraud that would be a concern - ie residing outside the district.
