Subject: Is Mayor Bowser ever going to get DPW or other agencies to clean up trash in DC? Do your job, Mayor!
DPW like many other government departments has had a revolving door of directors over the last 7-10 years, and that’s a problem a lot of government departments have it’s just worse because those challenges mean delays in our trash pickup, dirty streets, rats and mice and other issues. If they get someone good soon things should turn around.

A lot of trash is coming off of trash trucks too. Most of the trash I see is on DC land, not federal land.

DC doesn't have authority over federal land. If you want to change that, please write to Congress.

The NPS is not littering. The trash is coming from DC. DC should clean it up. Not sure how hard that is for you.
This person has nailed this issue. The National Park Police cops are not all driving into work and throwing their trash out here. This trash was generated in DC by DC residents. DC should roll a few trash trucks up here and clean it up before starting some sort of an argument about determining responsibility.
That's just not how governments work, though -- they don't figure out whose trash it is before they decide who picks it up, they only figure out who's in charge of the location where it is. That's why, during the last federal shutdown, the trash cans in federal areas were overflowing and not picked up, but most city sidewalk trash cans (and residential trash pickup) were emptied. The Park Police or the uniformed Secret Service doesn't stop to figure out where someone they're pulling over drove into federal territory from, do they? Same bureaucratic impulses apply here.
Okay. Here’s how government works, NPS cleans it up and sends the bill to DC.

Bowser worked with the Natonal Park Service to clean up some homeless encampments. They can work with the National Park Service on other issues. Personally, I would bug /shame my CouncilMember as the first resort. I know lots of CouncolMembers work with local business districts to beutify--even hiring out of the business district funds. This should happen on 14th and 16th. They've gotten pretty rat ridden, trashy, hum and butss on sidewalks, no foliage....
