This doesn't cost taxpayers anything. It's a discount offered by the hotel and it is up to the hotel whether they want to offer it to government workers on leisure travel. Most don't but some do. It's unethical if you lie to the hotel about whether you're traveling for work, but as long as you're honest there's nothing unethical about it.
