When there is always a car in the right lane, you’re always driving in the left to pass all the cars. Therefore, it avoiding become a fast lane. Your theory only works when there are very few cars in both lanes - never the case on GW.

I get that some people are really bad drivers and don't know how to be in control of their own vehicle - they can stay out of the left lane.
And being in control of your vehicle means being on top of moving with the flow of traffic. Moving aside, changing lanes, letting people pass, knowing the road, among other things. Slower does not mean safer - if you think this is true, you're probably one of the people who uses their phone (even hands free for a call) and thinks it's fine because they've slowed down.
