In DC a portion of your water bill is calculated based on your property/structure sizes and has nothing to do with how much water you're actually using. It's just an additional fee. Per PP's bolded explanation above.
Interesting. Where would I see on my water bill if it is accurately charging me for the correct roof size and other structures?
