No way with labor, permits and what is involved it will be $15 K, except maybe a small one. I wouldn't do this except if he is licensed and insured and willing to pull permits. And, can show you he's done it on other houses and let you speak to the owners.

We aren’t in an hoa and he says he in insured. I do not have any clue about permitting.
