Ramsey didn’t have to deal with a demographic youth boom. I would guess much of this issue has demographics at the root more than policy.

The gentrifiers I knew who moved into DC in the 90’s were from the Md and Pa suburbs. All the Virginians I knew (including myself) moved further west.
